Exodus 18:21
But you should select from all the people able men, God-fearing, trustworthy, and hating bribes. Place [them] over the people as officials of thousands, hundreds, fifties, and tens.
Numbers 11:16
The LORD answered Moses, "Bring Me 70 men from Israel known to you as elders and officers of the people. Take them to the tent of meeting and have them stand there with you.
Numbers 11:17
Then I will come down and speak with you there. I will take some of the Spirit who is on you and put [the Spirit] on them. They will help you bear the burden of the people, so that you do not have to bear it by yourself.
Acts 1:21-23
"Therefore, from among the men who have accompanied us during the whole time the Lord Jesus went in and out among us--
beginning from the baptism of John until the day He was taken up from us-- from among these, it is necessary that one become a witness with us of His resurrection."
So they proposed two: Joseph, called Barsabbas, who was also known as Justus, and Matthias.
Acts 6:2-6
Then the Twelve summoned the whole company of the disciples and said, "It would not be right for us to give up preaching about God to wait on tables.
Therefore, brothers, select from among you seven men of good reputation, full of the Spirit and wisdom, whom we can appoint to this duty.
But we will devote ourselves to prayer and to the preaching ministry."
The proposal pleased the whole company. So they chose Stephen, a man full of faith and the Holy Spirit, and Philip, Prochorus, Nicanor, Timon, Parmenas, and Nicolaus, a proselyte from Antioch.
They had them stand before the apostles, who prayed and laid their hands on them.
