I looked up again and saw a flying scroll.

Then I looked up and saw four horns.

So I asked the angel who was speaking with me, "What are these?" And he said to me, "These are the horns that scattered Judah, Israel, and Jerusalem."

Wherever people live-- or wild animals, or birds of the air-- He has handed them over to you and made you ruler over them all. You are the head of gold.

A fourth kingdom will be as strong as iron; for iron crushes and shatters everything, and like iron that smashes, it will crush and smash all the others.

Four huge beasts came up from the sea, each different from the other.

"Suddenly, another beast appeared, a second one, that looked like a bear. It was raised up on one side, with three ribs in its mouth between its teeth. It was told, 'Get up! Gorge yourself on flesh.'

"While I was watching in the night visions, a fourth beast appeared, frightening and dreadful, and incredibly strong, with large iron teeth. It devoured and crushed, and it trampled with its feet whatever was left. It was different from all the beasts before it, and it had 10 horns.

The four horns that took the place of the shattered horn represent four kingdoms. They will rise from that nation, but without its power.

He raises the poor from the dust and lifts the needy from the garbage pile. He seats them with noblemen and gives them a throne of honor. For the foundations of the earth are the LORD's; He has set the world on them.

But when God is silent, who can declare [Him] guilty? When He hides [His] face, who can see Him? Yet He [watches] over both individuals and nations,

The counsel of the LORD stands forever, the plans of His heart from generation to generation.

Your righteousness is like the highest mountain; Your judgments, like the deepest sea. LORD, You preserve man and beast.

No wisdom, no understanding, and no counsel [will prevail] against the LORD.

This is the plan prepared for the whole earth, and this is the hand stretched out against all the nations.

The LORD of Hosts Himself has planned it; therefore, who can stand in its way? It is His hand that is outstretched, so who can turn it back?

Also, from today on I am He [alone], and no one can take [anything] from My hand. I act, and who can reverse it?"

I declare the end from the beginning, and from long ago what is not yet done, saying: My plan will take place, and I will do all My will.

I call a bird of prey from the east, a man for My purpose from a far country. Yes, I have spoken; so I will also bring it about. I have planned it; I will also do it.

But leave the stump with its roots in the ground, and with a band of iron and bronze around it, in the tender grass of the field. Let him be drenched with dew from the sky and share the plants of the earth with the animals.

All the inhabitants of the earth are counted as nothing, and He does what He wants with the army of heaven and the inhabitants of the earth. There is no one who can hold back His hand or say to Him, "What have You done?"

to do whatever Your hand and Your plan had predestined to take place.

In Him we were also made His inheritance, predestined according to the purpose of the One who works out everything in agreement with the decision of His will,
