The temple is a mess and Joash, being a good King, tells the Levites, “Let's spruce the temple up. Let's put it back in order as it should be so that we can use it for worshiping.” They don't do it. So, he creates a chest and then the people from all over the country come and they deliver things that get put in the chest of Joash. And by doing this they're able to restore the temple to where it should be so that they could worship in it.
